if you are a graduate student in colonial latin america you can't get your dissertation published no publishing, you pairs, as the slogan goes. so there is a kind of ripple effect that is moving throughout the world of learning in which everything is connected with everything else, but it seems to me the new technology is a ground for hope. my own ideal, i am speaking as a specialist. the 18th century called the republic of letters. it is a republic with no police force, no boundaries, complete egalitarianism. anyone can participate. it is rare talent counts. in the 18th century, as i have tried to show in earlier studies, this was an ideal that was in really far from reality. in fact, authors and publishers and so on were always fighting. life was pretty nasty, actually, if you were trying to make it in the republic of letters in the 18th-century. but today it seems to me that we have got new possibilities of really reviving this republic of letters thanks to the new technology. we have the espresso book machine, but we have many other things as well. it seems to me that there will

this is a general with 30 years of distinguished service to america, a patriot, and this is a man who doesn't make the policy at the corps of engineers. this is a commander who executes the policy at the corps of engineers. my colleague is upset with the corps of engineers an is and inning they do some things that the corps cannot and in some cases will not do because it is unwise. some of the demands of my colleague of the corps has been met where the corps felt it appropriate. all they have not yet been funded because that has to be done by an appropriations committee. other demands by my colleague, the comes will not meet and cannot meet and one of the significant demands was brought to the appropriations committee. i opposed it and upon my opposition, the full appropriations committee voted against it. so it is not going to happen. but to hold up a general's rank to major general -- to hold up his promotion and have him now six months behind other generals both in pay and promotion and opportunity is just unfair. it just is not fair. this is not someone who can fix the aches and p
